FTC TO EXAMINE INTRODUCTION OF CHARGE
FOR PRINTED CABLE AND WIRELESS BILLS
On November 13th, 2014, Cable and Wireless (Barbados) Ltd. announced that eBilling would be introduced, beginning January 1st, 2015. As part of this change, customers who opt to continue to receive printed bills will be subject to a charge of $4.68.
The proposed introduction of this charge has raised numerous concerns for the Fair Trading Commission. Among the matters to be considered are the implications of this charge as it relates to:
- the price adjustments under the terms and conditions of the Cable and Wireless Price Cap Plan 2012
- fair competition, namely the introduction of pricing which may be deemed excessive, unreasonable, discriminatory or predatory; and
- consumer protection, including the contractual obligations under the Cable & Wireless Residential Terms and Conditions Agreement.
The Commission will advise of its findings after examination of these and other relevant matters.
