PUBLIC CONSULTATION ON THE PROPOSED BL&P PILOT PROGRAMME
 
The Fair Trading Commission “Commission”, is seeking public input into the Pilot Programmes as proposed by the Barbados Light and Power Company Limited (BL&P).
 
These are:
  • Time-of-Use (TOU) tariff – The TOU is designed to allow customers to benefit from lower rates by adjusting their usage to off-peak periods.
  • Renewable Energy Rider (RER) –The RER provides the opportunity for customers who produce renewable energy for their own use to sell excess to the grid.
  • Interruptible Service Rider (ISR) – The ISR will be a credit paid to the contracted customer to voluntarily reduce their demand on request from the BL&P.
The BL&P has proposed that these programmes should be implemented on a pilot basis for a period of three years. The Commission has issued a consultation paper on these pilot programmes.
 
The Commission invites the public to review the consultation paper and submit written responses. The public is also invited to participate in an oral session to discuss the pilot programmes.
 
Consultation Timetable
 
The Consultation period will run from October 21, 2009 until November 18, 2009 at 4:00 p.m. The half-day Oral Session will be held on November 20, 2009 at the Lloyd Erskine Sandiford Centre, from 9:30 a.m. to 1:30 p.m. where the BL&P will be allowed to give a 30-minute presentation followed by presentations from interested persons. The Consultation Paper is available at the Commission’s office from 9 a.m. to 4 p.m., Mondays to Fridays and on the Commission’s website at http://www.ftc.gov.bb
